is DCF allowed if I have a pending petition with the texas service center? would i have to withdraw from that in order to file in USCIS manila or can i just leave it alone?

DCF is only allowed if the petitioner is there in Manila na with a valid visa.

I am a dual citizen and have been in the philippines over 6 months with proof of residency bank statements brgy. clearance police clearance nbi clearance driver's license etc. I was just wondering if even though i have a pending petition for my wife can i still file at USCIS manila while her petition is pending or do i have to withdraw before i file her a new one

Yes, you can do that. DCF is faster for you na anyway. Where in the Philippines are you living if you don't mind me asking? Just so you know there is a great Philippine subforum on here for any Philippine specific questions.

In my experience, yes.  We pushed through a DCF petition while there was a pending I-130 stateside.  The stateside I-130 was approved after my husband already arrived on his CR1 visa.

There is no rule limiting how many petitions you file or how and where you file them.  In Part 5 just make a note of filing, put status pending, and in the explanation section at the end note the part 5 section and give the case number then explain that you did not know anything about DCF or the DCF process

I should do the same to file DCF instead at Nebraska Service Center. It's taking forever my PD on April 10th. Btw, I live here in the Philippines with my wife and boys awaiting for the I-130 approval. It's been 6 months waiting :/
