I suggest you read the application, especially the part about how much time out of the last 5 years have you spent out of the US and the part about taxes and I think you can conclude for yourself the likelihood of being issued one.

 

This is amazing.  We are having trouble getting back after less than 4 years and we HAD a travel document.
