My husbands GC expires January 16 2018. 90 days before is October 18 2017 exactly. I did all the paperwork and am sending it with express overnight mail so it should arrive tomorrow Oct 18th. My friend told they will reject it and that I did it too soon but it's arriving exactly 90 days before. Can someone explain if I did it too soon.

here is a calculator. It should give you an idea WHEN it's a correct date for your I-751 submission.

No, the signature date is irrelevant , no worries :)

Looks like it will be fine. However, why waste the money and worrying to get it there exactly 90 days before necessary? You're looking at a 1+ year process...1 day or so later won't make or break anything.
