Yes, the fee will be returned to you.

Your N400 was rejected due to you not filing it at the correct time. It was denied through the process because it wasn't eligible for it therefore they will return your fee.

Thanks but they called yesterday and asked if they can get the fee and we confirm to them it's okay we send 725 $ amount paid by credit card that mean we wrote only credit card number is that mean we would pay fee of application separated to fee of 85 of biometric ? Is that the reason of rejection because ther was no mistake in the application and we have high income and we pay all taxes and we have kids that mean real marriage and I have no criminal record .

Uscis called my husband to tell him that American Express bank refused to transfer to them the amount of fee application then he called his bank and asked confirm to them to accept sending payement but after 4 hours they called him he didn't ansewer just after one day I called them and they say we are going to send u back your form withaout explaining the reason they say it was rejected the fee didn't appear in his bank statement at all is it the problem of rejection or they didn't accept the stay of us citizen of 3 years rule ?

Just a thought. Having kids does NOT mean your marriage is real. It means you guys had sex or else.  Otherwise my N400 will be rejected because we do not have kids yet! They look at the complete combo of proof, kids is one proof. They know some people would do anything for immigration purpose and they seen it all. In your case I dont know what was the reason for rejection. Maybe the payment method?

Did you get any update on your case?

Wow, So IO wanted a paternity test to be conducted for proof? That is amazing.

But ’tis a common proof
That lowliness is young ambition’s ladder,
Whereto the climber upward turns his face.
But when he once attains the upmost round,
He then unto the ladder turns his back,
Looks in the clouds, scorning the base degrees
By which he did ascend.
