Adopting husband’s Niece

My husband and I are both US citizens and have been living in Vietnam for over 3 years. Our 13 year old niece has been living with us since we moved here. Her parents are still alive, divorced and live in a different providence than us. Neither of them can/do  provide for her (but I don’t know what determines that here). Does anyone know if we can adopt her and be able to bring her back to the states with us? I get confused in reading about adopting a relative in the case that Vietnam is also a member of the Hague convention. Does my husband need to adopt her under Vietnam law first? Can we adopt using the I-130? Or do we need to go through an adoption agency?

We looked into doing the same thing. Unfortunately, it is not allowed. Your niece does not meet the requirements, which are nearly impossible to meet. Here's the link:  https://www.uscis.gov/adoption/country-information/adoption-information-vietnam
