it's not about the Scrutiny. It's about the time taken for approval for country A than Country B.

For Example time taken for Country like China is way longer than Srilanka

You can apply with whichever citizenship you please. You will have to declare the other one as well. 

I don't think that the green card process relies on what citizenship you have because there is a timeline USCIS posts which that contains all citizenships and its based on priority date. Unless if you are talking about DV lottery than yes, citizenship matters in that case.

https://www.uscis.gov/greencard ... As far as I know this link will help you , but I highly recommend you use an attorney for this application of yours . filling and getting all papers needed is a headache
