You will have to go the following website...http://passportindia.gov.in/AppOnlineProject/online/pccOnlineApp

 

1. Register on the website 

2. Log in and select PCC

3. Fill all details and pay fees online

4. Select nearest PSK(passport seva kendra) for appointment date and time

5. Go on the selected appointment day to PSK with Passport and US consulate/consulate letter showing you need a PCC for immigration

6. They will process your application and hand over a receipt which you will have to bring back when you go back to collect your PCC

7.Then for background a police constable will come to your house to verify your address and take 2 signatures of your neighbours

7. After a few days you will receive text/e-mail that your PCC is ready to be collected

8. Go back to PSK with the receipt i told you about and that's it....the whole process for me took about 7 days.

Nothing like that? have you even gone through the website link I sent you? 

 

It will ask you for which country you need PCC for and you will have to select USA in the drop down menu and once you receive your PCC then you will clearly see that the PCC is specifically made for United States of America Immigration.

My fiance applied through the passport link shown above then went for his PCC appt at the passport office. He was issued the PCC same day....two letters, one for him to keep and one for him to provide the embassy. I think sometimes it can take longer if more verification is required. But he had just received police clearance for his passport a couple of weeks prior and he knew someone at the passport office...so that may have had something to do with why his was processed same day. Either way, you have to apply for it initially through the passport website.
