ROC apply time

Hi all,  I have my current conditional GC will expire in Feb 28th 2018. So

1: when I should apply for the ROC? The sooner the better I guess!

2: what are the chances of getting an interview ?

3- how long does this process take till I have my permanent  GC ? And can I travel during the process ?

4- If there is an updated link or document shows the steps or the paperwork needed for ROC, that would be awesome.

1. Within 90 days of expiration...not a day sooner.
2. Hard to say...it's mostly random who gets an interview and who doesn''t. It may be a bit based on what you send and have already sent, and a bit based on your history (i.e. if you were interviewed for a K-1 and then AOS already).
3. Also hard to say, but the average is over a year right now. When you file, you will get a letter acting as a 1 year extension of the card. If/When that extension is about to run out, you can make an InfoPass appointment to get an I-551 stamp for another year. You can travel and work during the process fine (although there are a small handful of reports of some airline employees not recognizing the extension letter as they are supposed to).

Over a year wow!! What if something happens during this waiting year because  the relationship fluctuates you know ? Haha

And will I have to go to biometrics for pic and signature taken again or not for this one ?

Technically, as long as you file jointly then it can be processed even if the marriage is dissolved after that. But generally you would need to send them the final divorce decree and they will switch the case over to a single filer waiver, and they need the final divorce decree before they will approve the I-751.

When I subtract 90 days from 2/28/18 I get 11/30/17.  If it was me I would mail it in on December 1.  Inside the window but not exactly on day T minus 90.  That gives you 7 weeks from now to get your paperwork ready.

My wife has the exact same expiration day, but 2017, I sent our package in on November 15 of 2016, about 90 days before expiration of her Green card.

if your anniversary date is Feb 13, 2018 then the earliest you can send your application for ROC is Nov 15, 2017.

she's still waiting, but seems within normal range. The California service center seems to be slower than normal as well. We're hoping to see something in January, or she will need an extension stamp.

Wow. That's over a year now. Did you she get a reference for evidence or an interview for both of you ? That might be the reason behind the long processing time!

no RFE. No November filers have been approved from CSC, except maybe one. So far it's normal. It's a slow process. 12 months is normal, or more.

We're still waiting in September 2016 filers at California Service Center too. I have to go in for an infopass soon to get a stamp in case I need to travel.

If you have to file at CSC, (and whether you file at CSC or VSC is based on your state of residence (I don't know them all; it's on the instructions for the form)) you're probably looking at about 15 months at the moment. USCIS just updated their processing dates, and CSC is currently processing July 19, while VSC is processing Oct 5 (or close to that). 

You never know, sometimes CSC randomly speeds up, but just so you're prepared, that's what we're looking at as of right now.
