Ok so my girlfriend is in the ukraine.  I am traveling there in a few days.  Our question is which is best K3 and get married while we are there, or K1 and bring her here.

We were going to K3 but now I am not so sure because the time is taking so long for K3 process.

K3 visas are no longer being processed. If you marry in the Ukraine, you could file a CR1 visa to bring her to the US. The CR1 process currently takes anywhere from 9 to 18+ months (I would say about 12 months is average), but it is overall cheaper than the K1 process and she will be able to work and travel abroad upon arrival to the US. The K1 is a little bit faster, currently at around 6-9 months for visa in hand, but the cost of filing and adjusting status is higher and she must apply for a green card/work and travel authorization before she can work or travel outside of the country. It's currently taking around 4 months for the work and travel permit and 6+ months for the green card in hand, and this is all after she arrives in the US and you get married.

Overall it's up to you and your girlfriend and what your priorities are.

If it were not a former soviet union country, you could certainly chose K1 or CR1 based on your priorities.  However, actually accomplishing GETTING married in Ukraine is no slam dunk.  Far from it.  I've seen people fail even with a couple months there trying.  Probably best to resign yourself to the fact you'll probably not accomplish marriage there and be left with the K-1 option only.

OP, getting married in Ukraine is not a big problem provided you have done an appropriate amount of research and have the appropriate documentation prepared BEFORE your trip.    Things are constantly changing so lots of info on internet is not accurate.  There is a forum specific to Ukraine,  http://www.expatua.com/forum/index.php, where you can find more accurate information.  You just need to spend some time looking through the forum or ask forum members questions on it.
