I wonder if he thinks that he can lay the blame on Congress if they aren't able to pass everything.

 

In reality, he seems to be setting the bar a little too high and it may be doomed to fail. I don't think I'd see it as Congress' fault at that point.

How is it any different than the current fiasco where Immigration judges were sent to the border to "bolster the deportation efforts" but they have nothing to do, meanwhile their catalog back home is still overwhelming?
