NVC - next steps

I have an f2a case and just got the welcome letter. I have gone through the wiki. Couple of clarifications:

 

The NVC website says to wait for 3 weeks after choosing an agent (DS261) to submit AOS fees. But I have seen multiple instances where people have paid AOS fees at the time of filing DS261.

 

So can I then pay AOS fees and fill out ds 261 at the same time?

it depends.If they let you, then you can
