New Indian Passport Needed - But work for Bank and need permission

Timeline

My fiance and I have applied and interviewed now for the K1 Visa at the Mumbai Consulate. The interview went great and she told us we were approved, BUT in order to get the visa, she is requiring my fiance to get a new passport as she has said his looks to be to damaged. Once he gets a new passport, he can then get the visa. 

 

The issue we are having, is that he currently works for the Punjab National Bank (govt job), so it's required that he gets forms signed by them in order to apply for new passport. We know the laws have  been changed so he can either get a NOC (no-objection certificate) or now he can get a Prior Intimation letter, but we don't know how to go about this. We have asked others who work at the bank, but they have never applied for a passport while working for the government, so they do not know who we should even ask for the forms. 

 

If anyone has applied for an Indian Passport while working for the govt, can you please tell us what to expect. 

 

We would like to get this done ASAP.
