english problem for n400

my father cant speak english and he cant speak or write english.. he is going to file n400. he is 64 years old. what options he has?

My mother is as same as your father. Here is some options:

(1) If your father is at least 50 years old and has been LPR for 20 years. 

(2) If your father is at least 55 years old and has been LPR for 15 years. 

For two IFs about, your father will be exempt from the english language requirement, but he is still required to take the Civic Test (10 easy questions)

 

(3) If your father is not falling into those two categories, it depends on where he lives, and which language your father speaks and write fluently. There are classes that help him to success on N400. 

My mom currently is going to Naturalization class.

 

This is my advice: Don't register for N400 before your father studies 100 questions,  and also know how to handle basic English.

You cannot become a citizen when you can't speak English. Your father needs to learn basics at least.

This is not true. If he established long enough residency in US, he will be exempted from the English language requirement, and also can have an interpreter.

no unfortunately he dont have that long residency. what to do.. should i consult lawyer

a lawyer can not change the immigration  requirements , my advice  is send your father to english classes  so he can learn basic english , 

if he is here on green card there is no rush to become a naturalized  citizen ,he could attend classes then in a year or so down the road ( once he knows basic english ) apply for citizenship

I was permanent resident for almost 10 years before I decided to go for citizenship

Agreed with this VJer. 

I know it is hard for seniors to study English but it is a must which he needs to handle basic English, such as comprehend and answer to the IO questions or concerns. 

There are two types Naturalization classes:

(1) Free: Usually offer by an adult school, this class prerequisite is the student must be Intermediate English Level standing to attend.

(2) Cost: Usually not much, my mom pays ~$100 for a year? I don't really know what is she doing in the class but some of her friends attended this class, and passed the test anyways. 

Try to do some research online to know what are your options and try it!

About 2 weeks ago after dropping off our son at school (Kindergarten), I noticed a sign inside the school main entrance for registration/sign up for free citizenship classes. 

I inquired a bit and found out that a few of the public schools in NYC do offer them regularly.

 

Not sure what the requirements were as I didn't asked - my wife had already passed the interview then.

You are at the vending machine, it costs 1 dollar to buy a can of coke light,

A lawyer cannot change the requirements for citizenship, so don't waste your time or money on one.

 

At this point, see about setting up ESL classes for him (many are free) at a local library, church, community center, etc.

They do. USCIS has some "official classes" which posts on its website as follow: https://my.uscis.gov/findaclass

I saw that when I did my inquire.

 

The classes I posted about isn't the USCIS "official classes". It is a program that the community/district offers to it's residents; it is an additional program (separate offering) from the USCIS "offered" program.

On the other hand, the classes which does not offer in USIS website aren't funded by USCIS. 

Adult schools offer for classes for its residents usually are free. 

However, they have the same purpose: is to motivate residents to naturalize lol
