I'll just add that since the procedural changes at the National Visa Center were implemented nearly 8 years ago, this question has been asked and answered hundreds of times.  Bear in mind USCIS doesn't issue visas.  The State Dept. does.

 

Scroll down to the "second step"  at this link.  The same note has been there since 2/1/2010
