We have received an IR2 visa for my child. Do we have to pay $220 for his Green Card? because he is gonna become a U.S. citizen upon entry. so is it mandatory to pay his IR2 immigrant fee?

Yes, you must pay this fee prior your child arrival, otherwise his Greencard won't be produced.

so you already have Immigrant Visa in his passport? Once that is stamped, it is a valid GC / I 551 doc and is treated as such. I think you might not have to pay to get the card produced though if you have I 551. I am not sure if they would require you to provide his GC when applying for US passport.

Yes we have his passport with IR2 visa stamp and yes I do think that I dont have to pay because he is a U.S. citizen.

It must be stamped at the POE to be a temp GC........

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

PAY !!! whatever they tell you to pay, just pay it . Don't make a mistake because you lacked ONE payment ! 

04/21/2016 : Married

11/17/2016 : I-130 sent ( NSO marriage certificate took forever) 

11/23/2016 : I-130 case accepted notified by email NOA1

01/27/2017 : USCIS APPROVED NOA2

02/04/2017 : NOA2 hardcopy received in mail

02/28/2017 : Case received by NVC

03/02/2017 : Agent assigned 

03/07/2017 : Case number assigned with invoice

03/28/2017 : Fees paid (IV and AOS)
04/05/2017 : DS260 online form completed
04/09/2017 : IV and AOS package sent to NVC
04/12/2017 : Requested for NVC expedite
04/17/2017:  NVC expedite approved 

04/18/2017:  In Transit 

04/20/2017: Received in Manila (may schedule for interview)
05/11/2017: SLEC -CLEARED 
05/25/2017: Interview @ Manila Embassy - APPROVED

05/30/2017: VISA on hand plus packet

06/08/2017: POE: California  

06/14/2017: Social Security card received through DS260 filing

06/24/2017: Green card received 

 

CRBA 

04/10/2017: CRBA sent to Embassy via FedEx 

04/19/2017: Appointment scheduled 

05/04/2017: Interviewed and approved 

05/17/2017: CRBA certificate on hand

05/26/2017: U.S Passport on hand

06/02/2017: Paid for ECC and Extension fees

06/08/2017: POE

USCIS doesn't say anything about it. Thats why I am concerned.

Well, if they didn't ask you to pay then there is no payment. Did you receive a packet they sent you ? usually all the instructions are in there. 
Give them a call !

Yes I have the packet but the thing is that he is gonna have a temporary green card when he lands here and after that I would apply for his U.S. passport right away so I dont know why should I pay for his physical green card which he dont need at all.

Thats what I am saying but we dont need his physical green card cause we gonna apply for his U.S. Passport.

yeah so once you have entered, you will have the I 551 in your foreign passport, and if you manage to proof that the child is residing with the USC parent, you can get a US passport and no need for the green card/I 551 anymore.

May 3, 2011: Received NOA1 hardcopy in mail
July 26, 2011: Received NOA2 via text/email!!!
July 30, 2011: Received NOA2 hardcopy in mail
August 8, 2011: NVC received file
September 1, 2011: NVC case number assigned
September 2, 2011: AOS invoice received, OPTIN email for EP sent
September 7, 2011: Paid AOS bill (payment portal showed PAID on September 9, 2011)
September 8, 2011: OPTIN email accepted, GZO number assigned
September 10, 2011: Emailed AOS package
September 12, 2011: IV bill invoiced
September 13, 2011: Paid IV bill (payment portal showed PAID on September 14, 2011)
September 14, 2011: Emailed IV package
October 3, 2011: Emailed checklist response (checklist generated due to typo on Form DS-230)
October 6, 2011: Case complete at NVC
November 10, 2011: Interview - APPROVED!!!
December 7, 2011: POE - Sea-Tac Airport

September 17, 2013: Mailed I-751 to CSC

September 23, 2013: Received NOA1 in mail (receipt date September 19th)

October 16, 2013: Biometrics Appointment

January 28, 2014: Production of new Green Card ordered

February 3, 2014: New Green Card received; done with USCIS until fall of 2023*

December 18, 2023:  Filed I-90 to renew Green Card

December 21, 2023:  Production of new Green Card ordered - will be seeing USCIS again every 10 years for renewal
