My fiance went to the embassy today for his interview.  Sadly, they said our is case extremely strong for approval they had to refuse his visa.--he would have to submit the i 160 for a small thing he did over 7 years ago.  He had phoned me the lady who interviewed him --that once it is approved he will get his visa.  Now my question is...what sort of documentation (evidence) would he need to submit so he can get the ball rolling and send it off ASAP.

The I 601 is on you.  It is a request to waive his inadmissibility because of your extreme hardship.  It usually takes a year or more to process and many feel that a lawyer should be involved.  Did he pay the money back?

This will not be over quickly. You will not enjoy this.

This is a good read to learn about waivers with examples of good and weak arguments, evidence, and such. It must be meticulously prepared and will not be easy or quick. http://www.scottimmigration.net/content/i601memo
