Hello.. I have a question for my sister. I remember 3 years ago you when I applied for my husband, you could tell that the case is complete by the 3 N/A's on ceac website. Is there any way we can tell now if someone has a case complete without calling them? Her scan date is august 15. Thanks in advance

Yes, go to CEAC and check your visa status - when it changes from Action Required - submit requested documents to "at NVC" you have a case complete. Good luck!
