I know a lot of Filipinos / Filipinas with visitor visas.  Each case is judged on its own merits.

 

As earlier stated, it does not hurt further immigration activities or processes to try.

wouldn't it be the easiest for him to go meet her in her country and after they meet, file for K1? then hopefully you wouldn't have to go back home right away, so you guys can stay together over there spend time and all that during K1 being processed and then you'd have to go back home without her, but she would join you in the US soon after K1 is approved. that's how I see it at least.

yes, easiest and normal. 

 

he want the impossible.  he want young single filipino to get visitor visa to come to US to meet online boyfriend for first time.  he want waiver of meeting.  he will visit her in Philippines ONLY after she come to US.  so he want waiver for impossible for him to travel but he plan to travel after she get visitor visa.  US governement will say no to waiver cuz he can visit.  not impossible for him to visit, but he tell US to give waiver cuz he can not travel.  contraditory so waiver will not be approve.

 

money he spend for k1 with no meeting is waste of money.  he can use money to visit her.

All these things you see in the world I love you I know are incorrect. You never heard people asking questions in different circumstances to get the answers and all the different circumstances.
