Denied k1 visa now reapplying

Hi, we were denied our k1 because we didn't meet the requirement of meeting within two years even though we tried to get a waiver however since then we have seen each other twice. We are re applying for the visa since it's still faster than the spouse. There is a question on the new application that asks if you have ever applied for another fiancé visa another beneficiary, if so the provide details. 

The question and instructions are vague. I have only applied for my one fiancé and re applying for the same one. How should I answer that? yes or no? 

I have explained in my letter of intent about our situation because I want to be transparent and don't want to receive a RFE which will push us 2 months. 

I can really use any and all of your help and advice in answering this question.

We've been together since 2013. And I met him just last week. I visited him twice this year. My mistake was filing before I went because my lawyer didn't advice me correctly. I went back in February for ten days and then when we found out we were denied in September I went late September to October 2nd. The decision letter stated the only reason they denied us because we didn't meet that requirement. They have no doubt that our relationship is real. The only reason we didn't do this sooner because my father suddenly passed away.... changed my life. Had to make tough life decisions.
