Requesting Guidance On The Right Time To Start The Process

Agreed...and not to scare the OP, but there are MANY extraneous costs to consider. It's good that you are thinking about this now.

This was a difficult thing to budget for. I'm expecting to spend thousands, not hundreds. 

 

At first you only consider the Gov't costs, but there are a lot more, depending on personal circumstances of the beneficiary.

Consider your partner's financial situation. Since they can't work in the US for at least four months, know that you will be supporting this person 100% during that time (food, personal items, entertainment, etc), unless he/she has significant savings to rely on or support from his/her family. 

Further, my fiance will need a significant change in wardrobe for cultural and climate purposes. Consider yours may also.

Will your beneficiary need to buy a car/pay for transportation to get to work when they are able?

 

Think moving costs. Will your beneficiary need to pay for furniture or personal items to be moved? Can he/she pay for their flight to the US? 

What will he/she need upon arrival? Talk to your partner and do your best to brain storm.

 

IMO, hiding financial concerns is toxic in a relationship. Best to talk to your partner about it now and plan for your expenses.

 

I hope this helps even a little. As others said, don't worry about your address. Try to improve your financial situation and plan for this major change in your life and hers.
