So last Friday, September 29 I checked my case status and the last update that I had was this:

On July 26, 2017, we denied your Form I-130, Petition for Alien Relative, Receipt Number YSC**********. We mailed you a decision notice that explains why we denied your case and your options. Please follow the instructions in the notice. If you do not receive your denial notice by August 10, 2017, please go to www.uscis.gov/e-request to request a copy of the notice. If you move, go to www.uscis.gov/addresschangeto give us your new mailing address.

I sent the evidence that was asked a couple of weeks ago, so that's why I didn't see any changes since I was waiting for USCIS to process my evidence or to see if there could be a possibility to continue the process, even though they already notified me that it was denied.

So, as far of today, I noticed this change in the process, can somebody please gently explain to me what could be the next step at this point? and if so, if it's a positive thing?

On September 27, 2017, we sent your case, Receipt Number YSC**********, to the Department of State for visa processing. You can check the status of your case at the National Visa Center after six weeks from the above date by visiting http://www.nvc.state.gov. You can find general information on Consular Processing by visiting our website at http://www.uscis.gov . The website will provide information on what to do next, who to contact, and how to inform us of any changes in your situation or address.

You need to call NVC to confirm receipt of your case from USCIS. Their number is (603) 334-0700 and I would suggest calling early in the morning so you don't have to wait on hold for forever. They open at 8 am eastern time. Go here https://travel.state.gov/content/visas/en/immigrate/immigrant-process.html

It explains the entire process.
