A change in policy is warranted. It would help if every gun purchase were registered and kept in a central databse, so that his purchasing all these weapons would have indicated that something was about to happen.

Registration like in CA where almost all guns are registered and no gun crimes occur.

A few comments on this.

 

1. His purchases would not have created a redflag. Many gunowners buy at the same rate.

2. CA has registration, but if you have too much data its hard for LE to sift through it. Elliot Rogers is an example of this.

1. (You would have so many redflags popping up LE would overwhelmed)

2. Other countries with stricter laws have backed off registration because it wasn't working. Canada used to have long gun registration, they do not any longer.

What do you believe should the critical mass be?

what you are speaking of all comes back to drastically changing or repealing the 2nd amendment and it doesn't really matter what you or I think about any of it. There is a process in place to do that.

No, it doesn't. It doesn't change the right to bear arms, nor does it prevent anyone from doing so. It might help identify people who are amassing a large cache of weapons. We already have similar controls concerning money.
