I would think if it has english on it you should be fine.

You don't need a translator stamp, you can do it yourself, there's many topics about this already posted if you search the forum.

For case complete, does the visa status change to "at NVC" AND the AOS fee disappears from the fees tab, or could it be either or?

Do i have to pay  the fees in order to fill out form ds260? Also do I the beneficiary have to fill it out ?

A petitioner can fill ds260 as well as beneficiary.yes you have to pay fees first otherwise ds260 would not be unlock.

You still haven't filled out your timeline was contributes tot he community and estimation of dates here.

Haha no I dont have a case complete. I was just asking if both things change on the NVC portal or if it could be one or another.

9/19/2017- USCIS sent paper work to NVC

9/27/2017- Called NVC for case and invoice #

9/29/2017- Received welcome letter in the mail
