Look! VJ's had this same discussion before....with the same mix of people who got temporary licenses and could drive on their own, like me (and my husband and all my local immigrant friends)  and those who were told they could only get a learners, like gro. 

Kind of bizarre. I'd love to know if there is a pattern on which DMV offices issue what or if it depends on the home country license.

I too was thinking that maybe it differs depending on what country the foreign license is from.. but then again, it would be very strange if South African licenses are fine but Swedish aren't? You even drive on the wrong side of the road down there! :D

Yes but sometimes they just forget....they forgot with me but my husband, and my daughter when she went for her learners, both got.

I know, and one of my friends (as well as the guy from the previous thread I linked to) who got the same are from the U.K. who also drive on the "wrong side".

I'm inclined to think that it's a policy that just may not be known as widely as it should be, and that DMVs used to dealing with a lot more immigrants are more aware of it.
