I need help for those who experience getting Hongkong police certificate , where can I get the the reference letter to be submitted to the Hongkong police? I am on email processing and my consulate will be Montreal. The NVC is requiring me to get one from hongkong for I have live there for 22 months. I have seen conflicting ideas when I search for this topic online.  For K1, they said that they only attached the NO2 but what about for CR1/IR1? Do the Hongkong accept NO2? I already got my fingerprints and forms and draft check but I'm missing the letter. Where can I get those letter? Thank you.

I am a K1 visa petition beneficiary and my interview was at US Consulate Montreal. I also worked in Hongkong before.  I used the NVC letter to support my request for Hongkong Police Certificate of No Criminal Conviction (CNCC). If you have a letter from NVC requiring you to provide Hongkong Police CNCC,  then you can use that. One of the documentary requirements is A photocopy of a letter from the relevant Consulate / Immigration Authority / Government Authority, which contains his or her name and clearly indicates that the production of the Certificate is required.”

Thank you for the reply. I  think the K1 and the CR1 are different. The NVC emailed My husband last June 22  , and this is the "Notice of Immigrant visa case creation". Aside from the confirmation letter, nothing , but  online , there's a section on the civil documents that I need to upload the Police clearances. Probably I might just upload everything without the Hongkong police certificate and wait for an RFE

" Thank you for your interest in immigrating to the United States of America. As you know, the Department of State's National Visa Center (NVC) received your approved immigrant visa petition from U.S. Citizenship and Immigration Services (USCIS). NVC's role is to ensure you are prepared for your immigrant visa interview at a U.S. Embassy overseas, and to schedule your interview appointment.

NVC is responsible for collecting any applicable fees, the Immigrant Visa Application, supporting civil documents, Affidavits of Support, and financial documents prior to your visa interview at a U.S. Embassy overseas. Please ignore any instructions you received in the past that asked you to mail these documents to NVC. Those instructions are out of date.

We are now collecting and reviewing these items electronically through the Department of State's Consular Electronic Application Center (CEAC)"

Surely the K1 and IR1are different. But both received letters from NVC which is an Immigration Authority with the details of the petitioner and the beneficiary. The NVC letter my fiancé received did not clearly indicate that the production of a Police Certificate is required but I used that together with the Notice of Action 2 (NOA2) and the Hongkong Police accepted it. Actually, the Hongkong Police Certificate of No Criminal Conviction (CNCC) is sent directly to the office requiring it, in my case, it was directly sent to the US Consulate Montreal. It took 6 weeks to reach US Consulate Montreal from the date my sister in Hongkong applied for it on my behalf. In your case, I just don’t know where your CNCC should be directly sent, to NVC or to where the US Consulate  your interview would be. Below is the NVC letter we received.

Your  letter looks awesome! with the instructions and where the interview is. We never got a formal letter from mail or the one you have from the NVC (or a Letter form attached). They only sent a regular type email ( with no mention that MTL is  Montreal, LOL). Anyway, I will try to send this and my NOA2 and a cover letter.  I know the Hongkong directly send  to the respective consulate ( where the interview is) as I have previously applied Hongkong CNCC , this is for my permanent residency here in Canada. But the good thing in Canadian immigration is that you can download the Letter from the site. And the applicant will only received the payment  Official Receipt coming from the CNCC..

Hi both,

I have just sent of for my HK Police Certificate Yesterday. I'm filing for a K-1.

I Included a bunch of documents as evidence as i'm not able to get the Embassy to write a specific letter. But within my HK pack i submitted:

-NOA-2 Letter

-NVC Letter (Just like the above) from my Fiance, clearly stating the embassy, case number, approval etc

-Packet 3 letter from the UK/US Embassy stating the case was received and we need to prepare documents

-A Copy of the checklist of documents needed for the interview, highlighting the 'Foreign police certificate' section.

-Fingerprints

-3 x HK Forms (Data collection, consent, application form)

-Cheque for 210HKD

-Cover Letter explaining all the above and again iterating the need to send it to the US London Embassy,

I hope all the above satisfies the production of the certificate. :)

Sad to hear it took the maximum 6 weeks to reach there, was hoping they'll be efficient as always and complete the production within the 4 week period.

Hope this is helpful is some way or for future readers.

Hello sunj!

You actually provided more documents than I did so you’re good to go. The Hongkong Police issued me the Certficate of No Criminal Conviction with only the NOA2 and NVC letter I included in my application and full set of fingerprints.

Good luck!

Best of luck also, appreciate the response!

Hi Edson76

We recently received the same e-mail from NVC. I'd like to know if that letter would be enough along with my Hong Kong ID and fee to get a police clearance. We're applying for CR1 visa. Since all our documents will be submitted online, should we submit it too or the police department here issuing the clearance will submit it directly to the US Embassy here in Hong Kong? I appreciate your reply very much.

Hi RRD

Since you are submitting your application online, you just need to include a copy of the Official Receipt from HK Police Headquarters as proof that you already requested the CNCC (Certificate of No Criminal Conviction). The HK CNCC takes weeks or more to process and is directly addressed to the office/agency requiring the document.

Good luck!
