yes you can update your address with CSC.

There is no need to update your fiancee's phone number at this stage.

If you start asking to update a bunch of items they might just send the package back to you.
Just update the address so you can get the NOA 1 when it is approved.

 

The visa application DS-160 can be filled out once you get your NOA 1.

He can put his correct phone number on that form.
