Is it possible?  Maybe.....But you would have to have an extremely convincing case.  Once you have established intent to immigrate, you will receive very close scrutiny.......and there is no guarantee that the IO would allow you to enter the US.

Each case is considered on its own merit......

Hi if my boyfriend applies for a K1 fiance visa for me, can I go and visit him on a tourist visa and return to London, while I'm waiting for my fiance visa to be granted?

Yes go visit. If you're an average person that wouldn't draw attention to yourself otherwise then there shouldn't be any reason to quiz you. Things that would draw attention are  a really long visit, not having any money or a credit card if asked how you are affording such a long trip (maybe planning to work illegally in US), bringing way too much luggage if a short trip (looks like you're moving), and things that don't look like a normal tourist on holiday. And of course if you happen to have overstays or the same name as a known terrorist, that could get you lots of questioning.

I am pretty sure the airport CBP people do not know your boyfriend has filed anything with USCIS. I did ask that directly to CBP three times and was told each time they do not have that information. So your immigration intent is not likely something they even know about unless you go up and volunteer your life story when they didn't even ask you anything yet other than "What is the purpose of your trip?"

Why can you not use the VWP?
