Yes that is the issue: you cannot ship freight between two us Ports unless it travels on a us ship, and there is limited capacity.

I understand that part, but you made a point earlier that all goods shipped to PR from abroad had to come to the mainland first.  The Merchant Marine Act does not require that, so what is your basis for this comment?  The act does not allow foreign ships to drop loads in PR from abroad and take on loads bound for other US ports, but they can continue to other US ports if they do not take on loads.  So based on this, foreign ships coming with aid destined for on PR were never hindered by the Merchant Marine Act unless you know of another.

We agree on that. It does take time, and that's why you should start preparing, so that you can start moving as soon as the hurricane is over. In other words, you start planning way before it hits, you prepare before it hits, and right after it hits, you are ready to move.  In these events, time is of the essence.

Agreeed, and the Governor of Puerto Rico has praised this administration for the pre-planning saying (paraphrasing) that this was the best pre-planning that he had ever witnessed (see the Politico/AP story in the other PR thread). As soon as it was safe from the storm the aid started flowing as well as it could given the nature of the damage.  Ports were repaired and brought back to limited operation, the airport was brought back to limited operation, and the clearing of inland routes was started.  It is just wrong to think that nothing was happening, or PR was being ignored by Trump, or FEMA or the military.  The level of damage was definitely historic, and the work continues.

I think you have crossed the threads...this thread is about a waiver for the Jones act which will speed relief. The president said yesterday he wouldn't sign the waiver and today he did. Smart move, let's move on.

You cannot ship any goods from anywhere unless it goes to the mainland first. This adds days and costs without value added.

The emergent need is that if relief is coming from say Europe, the Caribbean, Mexico it will need to be shipped to the mainland first.

The longer-term issue is that it raises the cost of living on  PR and hampers their ability to export.

No crossed threads as this was on page one.  So I ask again, what provisions of the Jones Act hindered a foreign flagged ship from delivering aid/goods to PR that came from outside the US?
