Important point to note on sending that certificate.

When I applied for my passport last year, i heard horror stories of the cert being folded by the passport people on return.

The postal / passport office i went through was nice enough to put post-it notes on the cert and notes on the envelope to not bend it.

Amazingly a week or so after my US passport arrived my certificate returned in a cardboard backed envelope and was unscathed ! :D

Hope you are as fortunate as I was.

Good points!

My wife was lucky too, no cardboard but they returned her cert. unharmed in a large envelope.  On my side, I just renewed my passport.  My old passport was not returned at first, but several days later it was returned in a medium size brown envelope with two holes punched in the front cover and bio page.  Looked as though someone punched holes for those file prong holders for filing away my application/old passport, then someone may have reviewed the stuff and decided to return my old passport.  Anyway, glad they did, lots of travel memories with all those stamps/visas.

Good luck everyone!

I did decide that I was going to try the "Certified True Copy" route for the passport application, based on the details that the State Department has on their website regarding accepting certified documents in addition to originals...

As others have seen, I received a letter back from the passport office stating that they needed the original, and even trying to talk to the brought no other results than a need to send the original.

Not being willing to completely cave in to the idea of differing standards on the site vs practice, I wrote a request for assistance to my senator, though I've not yet heard anything back on that.  I did also send the original out for the passport, but thought that it was worth trying to push the idea a little bit further just to get clarification...

However, as it stands right now - you still need to send the original NC for a first time passport...
