CRBA USEM

So on the CRBA checklist it says I need a copy of my passport and all of its pages notarized by a US commissioned notary or the Embassy it self.. my question is will a copy of all pages do or do I really need it notarized. Can anyone with a recent experience within this year let me know

• You must submit ORIGINAL documents or copies certified by the custodian of the record. Generally, we will return your documents after we have seen them.
• We cannot accept photocopies or notarized copies of documents. 

We completed this form for both of our kids and took original passports to the US consulate. They took away our passports at the time then returned them to us minutes later.

Really because on the check list it says different look at the second box of the screenshot. Their info is so contradicting
