Whether it's done in the name of a 'cause' or just because the killer has a personal ax to grind.

i guess terrorism is associated with a movement. so if person x kills a bunch a ppl, maybe including self, in the name of cause/movement A, then you label it terrorism. otherwise it is an unfortunate incident of some person gone crazy/wild/mad/bonkers/whatever.

is it that you see both actions as causing terror? if so, you are correct, both are terrifying events and do cause terror.

I'd say the difference is when it's a systematic attempt to use terror to get one's political, ideological or religious way than it's terrorism.

This guy had an axe to grind, but he wasn't trying to coerse - just go down in the blaze of glory and stick it to the man.

I can't help but commenting on the fact the OP mentioned terror as committed by a 'muslim'.

The murders at the Murrah Building in Oklahoma City were in the name of a cause. The perpetrators were not muslim.

I believe most Americans don't associate race or religion with an act of terror.

Who says that? Most terrorists in the world claim to be Muslim. They have many photo-ops with the Qur'an. Most Muslims are not terrorists. Though their voices are drowned out by the much more vocal and violent portion of the religion. Why do terrorists choose Islam so much? No one ever attempts to answer that.
