TN Visa scenario

I have a question regarding the TN visa, and I know this is subjective for all individuals at the POE

My girlfriend 27/Canadian has her degree in Bachelors of Commerce (B.Comm). Now this isn't a degree that is too relevant to the NAFTA list. But, lets say she is offered a position with a 

Homeless outreach non-profit, as a case manager, in the U.S, I believe this position would fall under the "Social Work" field that is covered under the NAFTA list, right? She has several years of experience working for the non profit sector in Canada, with homeless youth, so she would be qualified for this new position. 

My questions are,

1) Does the bachelors degree HAVE to be relevant to the position being offered? Or, can would her work experience and her bachelors degree be sufficient enough?

2) Is there a salary minimum for the TN visa. The starting pay would be about 34k$, but with quick opportunity to move up.

 

Im just uncertain what specifics they look for at the POE, when granting the TN visa

She currently works as a Program developer. She handles fundraising , private donations , etc. She wears a lot of hats for the organization. I'm almost certain I can get her the case management position for the non profit, since I also work in that field
