I earned roughly 12000$ (gross 13500$) working 3 months.

Can I file taxes next year and receive my tax refund?

My company doesn't want to give my W-2 until early next year.

I also left without filing anything or notifying IRS. What should I do now?

1.  You can file

2.  Employers don't send W-2s until after the calendar year ends

3.  There is no requirement to notify the IRS that you left..........just file your taxes and list your current address.

Yes you can file taxes and if you are due a refund, can receive it. Employers do not prepare W2s until January after the tax year ends December 31. And as long as you are a US permanent resident, you are obligated to file a US tax return if you earn any money anywhere in the world if it is over the threshold for filing. So for 2017, you will report your $13,500 plus whatever you earn in your home country through December 31. There are exclusions  for foreign earned income, so you won't likely pay tax on it, but you will report it.

In the meantime you can go to IRS.gov and find Publication 519 and start reading. And give your employer your correct address so you will receive your W2.
