Why is it that the ROC approval is random? I am confused. For example the august 20  vsc filer overtake the august 2 vsc filer?

If you are at ROC you have been through application processes b4 and should know that each case is different and it depends also on the IO your case will be with.

Imagine if there is a huge pile of files, and every day, the officer picks up some off the pile, the next officer picks up some and so on, you could see how someone with a later date gets processed before someone at the bottom of a pile with an earlier date. 

 

I'm just guessing - a theory.  Who knows what goes on in those offices. Aha.

They are supposed to be USCIS adjudicators....not blackjack dealers

Different offices have different workloads. Different officers have different workloads and priorities. Different cases have different circumstances and complexities.

Some files are well-organized and tell a complete and convincing story.  Some files have a minimum of data and the officer has to scramble to find all the pieces.

File queues are not random but service centers give adjudicators the independence on whatever case they would like to work on. Each IO probably gets assigned a batch of cases each week (not just ROCs, everything). At this point the files are probably still in correct order of dates, it is then the randomness start. If an adjudicator feels like not looking at ROC, then they don't. Maybe a folder is too thick, they think I'm not gonna touch that for a while, who knows. Then sits on the desk for weeks or months untouched. Then considering service centers have 800-1000 adjudicators looking at these files, at any point it is very much possible to approve a case ahead of others that were filed 1-1.5 months ago.

 

I also recommend people to take a look at this long interview with a former Service Center IO that was done in 2007. It's a dated interview but considering gov't does not change easily, this may still be how SCs roll.

Interesting discussion. I just received an email from visa journey telling me someone from January had updated their time line and had been approved for ROC, it just blew my mind. Will look at your link @charmander that will make an interesting read too.

Yes it seems its Vermont.  You're right about them being Black Jack dealers. Made me laugh out aloud.
