Apply for K1 - Do I need to go overseas for Engagement?

I would second the suggestion that you meet a second time. Pakistan is not really on "good terms" with the States so you're going to need to prove that the relationship is legit. My fiance is from India (which is also considered a high fraud country) and the interviewing officer was impressed that we met twice and we have a lot in common (language, religion). The more things on your side, the better.

 

I completely understand the financial situation - we are in a similar situation. I am not one to advocate for financial debts such as credit cards or bank loans, but in cases like this, I firmly believe that in the long-term, it is worth it to not only have time together but also to build your immigration case. Personal loans often have better interest rates than credit cards. Maybe that would be an option for you to be able to see your fiancee again.

Specifically what you need is a signed document by her (and one by you) saying she is willing and able to marry (see Guides/Example Immigration Forms here). 

That will be accepted as proof of engagement.  You will need to prove the relationship is bona fide at the visa interview.

If you have not met each other in person in the last 2 years that can cause problems or delays.

The US Consulate in Karachi (not the "Karachi consulate") does not conduct K1 Visa interviews, she will have to go the US Embassy in Islamabad for the visa intervew.

You only need to see each other in person and make sure that the relationship is legit (supported by evidences) to be able to file for K1. Also, K1 visa should be filed within 2 yrs from the date you have last seen each other.

 

There is no need for a 'proper' proposal with all the ring and stuff. As long as you know and you both agree to marry each other out of love, then you're considered 'engaged to be married'. I did not have a ring prior to filing for K1. I got my 'proper proposal' with all the ring and sh*t during our honeymoon. Haha.
