Many ask about expediting at NVC so I did send an email to NVCExpedite@state.gov.
I got 2 responses both responses are below.
1st response (automated)
“REQUIRED SECURITY INFORMATION:
You are required to provide the following security information with each inquiry to receive a case specific response:
* Name of the person submitting the inquiry
* NVC case number or USCIS receipt number
* Petitioner's name and date of birth
* Principal Applicant's name and date of birth
NOTE: If the visa petition is employment-based (I-140), include the employer's company/organization name instead of the petitioner's name and date of birth. If you did not provide the above security information with your e-mail, please resubmit the e-mail with the required information. If this information was not submitted with your inquiry it will be requested.

2nd Response 24 hours after the email I did send.

“The National Visa Center (NVC) received your inquiry regarding the immigrant visa petition: filed by on behalf of ________.
If you wish to submit a request for the expeditious processing of this petition, please provide us with more information regarding your request. For example, you may submit supporting documentation such as: medical records, letter from a medical doctor, deployment orders, etc, along with your request.
Please send your request for expeditious processing along with the supporting documentation to the postal address provided below or to NVCExpedite@state.gov; enter the case number in the subject line of the email. Include the reason for the expedite request, the petitioner's name and date of birth, the beneficiary's name and date of birth, along with the beneficiary's two local contact phone numbers. Once this information is received, we will forward your request to the appropriate U.S. Embassy/Consulate General for review.”

ADDITON INFORMATION
This is my notes when I expedited a CR-1 application I also Included involving State senator if your expedite is approved you won't have to pay the fees at NVC since the NVC stage is considered over. You pay any fees that are left at the usem. It was confusing for us too because we couldn't get things to work for payment. Then we were told at Visa Journey and by the NVC pay at usem when you go to your interview.
Yeah we had to still fill out the DS-260 and DS-261 (choice of agent) or else the interview would deny you and wait for you to fill it out. Although I couldn't access the DS-261 at all. My agency gave me info on what to do. Heres what you should do for DS-261.
You send an email to nvcinquiry@state.gov It has to come from you though, not your husband (or so I was told). Then include this info exactly, just change the info in the ( ) brackets.
Subject line:
(MNL case number), (first name, middle name, last name)
Text in email:
Electronic Agent Selection
NVC Case Number: (number here)
CIS Case Number: (number here)
Alien Beneficiary's Full Name: (your name here)
Alien Beneficiary's Date of Birth: (your birthdate here)
Sponsor's Full Name: (husbands name here)Sponsor's Date of Birth: (husbands birthdate here)
The following person is my sponsor and should receive all correspondence from the NVC as my appointed agent:

Our case is now ready for interview medical October 5 and interview is October 16

May 3, 2011: Received NOA1 hardcopy in mail
July 26, 2011: Received NOA2 via text/email!!!
July 30, 2011: Received NOA2 hardcopy in mail
August 8, 2011: NVC received file
September 1, 2011: NVC case number assigned
September 2, 2011: AOS invoice received, OPTIN email for EP sent
September 7, 2011: Paid AOS bill (payment portal showed PAID on September 9, 2011)
September 8, 2011: OPTIN email accepted, GZO number assigned
September 10, 2011: Emailed AOS package
September 12, 2011: IV bill invoiced
September 13, 2011: Paid IV bill (payment portal showed PAID on September 14, 2011)
September 14, 2011: Emailed IV package
October 3, 2011: Emailed checklist response (checklist generated due to typo on Form DS-230)
October 6, 2011: Case complete at NVC
November 10, 2011: Interview - APPROVED!!!
December 7, 2011: POE - Sea-Tac Airport

September 17, 2013: Mailed I-751 to CSC

September 23, 2013: Received NOA1 in mail (receipt date September 19th)

October 16, 2013: Biometrics Appointment

January 28, 2014: Production of new Green Card ordered

February 3, 2014: New Green Card received; done with USCIS until fall of 2023*

December 18, 2023:  Filed I-90 to renew Green Card

December 21, 2023:  Production of new Green Card ordered - will be seeing USCIS again every 10 years for renewal
