This is a complete scam.  To point out just a few issues:

 

     First, did you apply for a position with this specific company?  I suspect not.

 

     Second, you would get nothing from the US State Department -- you would be the one to contact them to start the vIsa process.

 

     Third, the fees cited are incorrect.  And, you would never send them to an individual.

 

     Fourth, there is no such position as a U.S. Immigration Consular.  And a legitimate consular officer would never talk about using his influence to assist a particular applicant.

 

     Fifth, the langurge throughout the document is not standard US English.

 

     Sixth, the US Embassy in New Delhi would have nothing to do with a visa to be processed in the Philippines?

 

These are just a few of the issues with these documents.

What kind of H1B is this for, is this a IT job or oil work???? BTW like others have said on here it is a scam to the utmost authority. If you are in the Philippines why would you be going through the US Embassy in India???? Also the US Government NEVER has anyone make payments through moneygram to an individual but it would be to the Embassy as a whole. Also the email would be a .GOV account no matter what and not anything else.

I think any USC could see that this is totally fake, if nothing else just from the way it is worded.  Government officials or "consulars" do not talk like that nor call themselves "Diplomat" LOL.

Pretty bold how they stole the DOS header.  I would hope the first thing anyone would do upon receipt of something like this is some quick easy google searches to verify.  I wonder if this has been reported to the DOS.
