My wife's coworker got her spousal visa denied 3 times.  They think she is on a black list because her mother overstayed her tourist visa and living in the US illegally.  On her 4th try she tried to change her identity to fool the US embassy and almost got away with it when they gave her the visa.  But she got called back a couple of weeks later and was told her Visa was again denied, probably due to the fact the embassy has fingerprints on file.  But I'm thinking that if the asylum case that your parent is filing is legitimate it shouldn't be a problem.  Believe it or not filing political asylum is a stall tactic that people use to stay in the US.
