How does USCIS assign service centers?

I initially sent my package to Louisville Texas and from there they assigned me the California Service Center. I'm not sure if this was a service center transfer or if Texas assigns every case a new service center? If so how are they selected? From where the USC is living? I'm just curious because my service center seems to be the slowest and I feel so unlucky.  Also which is the best service center? If there is one.

For I-129F, Texas is just the receiving facility and they will forward everything to CSC. Currently CSC adjudicates all I-129Fs unless CSC transfers some out.

So then why is TSC and VSC also listed under K1 here under "Current Processing Times"? http://www.visajourney.com/content/times/

Texas Service Center (Not Dallas or Lewisville lockbox) used to process the majority of I-129F up until 2015 when they encountered a major backlog. It took over a year for applicants to receive approvals and that's when California Service Center took the processing over. 

TSC is slowly accepting I-129F's again but it's still very likely every petition goes to CSC.
