Ex-doctor duped patients, performed phony tests on immigrants

A Bay Area man who lost his medical license eight years ago faces more than 100 felony charges for allegedly performing fake medical exams on immigrants, giving them phony vaccinations and bilking more than 1,400 people out of almost $250,000, San Francisco prosecutors said.

Stephen Brian Turner, 51, was being held Thursday in San Francisco in lieu of posting almost $1.5 million bail.

Turner, a twice-convicted misdemeanor sex offender, was arrested Wednesday by investigators for the Medical Board of California and the San Francisco district attorney at his home in Hayward.

Prosecutors say Turner, posing as a doctor, offered government-required tests and vaccines to people applying for permanent residency in the United States and then filed false records with the federal government.

For at least four years, Turner allegedly injected hundreds of patients with saline solution instead of vaccines, and drew blood for HIV and syphilis tests that were never performed, San Francisco District Attorney Kamala Harris said.

I must say, I have my doubts as to whether the vaccinations my husband got from the civil surgeon were legit. Really weird guy, totally unprofessional. Made me cringe to give the doofus $130.

I think being a civil surgeon doesn't pay that well. You make money when you charge $50 to fill out a stupid sheet of paper, but for those on whom you're doing complete exams and tests you're not getting paid as much as you would if you were being paid by a private insurer.
