Remember that an expedite is asking to take someone else's position in the queue ahead of you for yourself. They're meant to be used sparingly and for serious and emergency situations that occur with little or no warning. 

 

By those criteria, I don't think you'd qualify, and I don't think you should. But I'm not the one you would be asking.

I don't really think this is qualifying for emergency AP as this is a surgery that can be done in the US too or simply be rescheduled until you have your AP or green card.

No, I have never needed to apply for emergency AP or any form of AP because it doesn't apply to IR-1 visa folks. But I do know the definition of "emergency" and that is not something that was planned to happen months in the future. I understand the surgery is important to you (or you wouldn't even be having it) but it's not a heart transplant. I think you missed my point. By your own admission, you planned "very well" so you did your research and knew that you wouldn't be able to leave the country for several months after arrival. So you were not anticipating having the surgery until early next year, at the earliest. So you should be able to reschedule. Or have the surgery here.
