Recommending people stock up on supplies is a clear obvious ploy, but he's okay to go along with the evacuation conveniently. Even a Mandatory Evacuation is not something that can be really enforced. if he is so sure that the storm is just a ploy and all of the warnings are fake, why evacuate?

Well to the trained eye it appears that Rush is simply full of bull. But perhaps some of his followers that have supported him in this thread could chime in on that?
