No, because there is no application for a green card without specific sponsorship paths - employment, marriage or national interest. And even with those in the picture, there are very specific steps that need to be taken by involved parties and not just you.

Senior Master Sergeant, US Air Force- Retired (after 20+ years)- Missile Systems Maintenance & Titan 2 ICBM Launch Crew Duty (200+ Alert tours)

Registered Nurse- Retired- I practiced in the areas of Labor & Delivery, Home Health, Adolescent Psych, & Adult Psych.

IT Professional- Retired- Web Site Design, Hardware Maintenance, Compound Pharmacy Software Trainer, On-site go live support, Database Manager, App Designer.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

if you're on an F-1 visa, you can stay after you graduate on OPT (optional practical training) and find a job. This will give you almost a year to prove yourself and convince the employer to sponsor you for an H1B visa. Once you get an H1B visa, and the employer likes you enough, they can sponsor you for a green card.

If you come from an eligible country you can apply for a diversity visa (green card lottery). The entry period usually runs from early October to early November. https://travel.state.gov/content/visas/en/immigrate/diversity-visa/entry.html
