Just an update. My wife's ROC was approved 1-17-2019 and her 10-yr GC should arrive in the mail tomorrow, according to USCIS website. We received the approval letter in the mail a couple days ago.

It can go either way. Your ROC may be combined with N400, it may be not. Knowing the processing times for N400, your case could be approved before ,but some cases have been combined because the officer that was assigned your N400 case has the authority to make decision on ROC as well. If you don't care about having physical GC (because you might not get it) and your goal is to get naturalized, apply for N400 as soon as you can. You just have to get stamp in passport while N400 is pending if you don't get your GC before N400 is completed.

A lot of CSC July filers got transferred to Texas a little before they started transferring VSC, and majority of them got their approvals (I feel).

I guess those majority you mentioned are from August filers right? Not sure if anyone from September filer got approved yet or that much transfers ... Just asking to be sure

Yup, I see a mix of July and August CSC filers getting transferred & VSC September are getting transferred. I'm curious to see what's next for September filers that got transferred because they seem to be approving the cases once they get transferred. I guess they don't want to shuffle files around.

Yes, the notice will state where it was transferred. It should also state what's the reason for transfer.
