If I applied for a tourist Visa for my daughter who is still at minor age and later would also apply her an immigrant visa, would it be possible or allowed?

It is possible but if you are thinking about her getting a tourist visa to come here and then adjust status then you can't do that. But if just a tourist visa then go ahead and try because there is no harm in trying. Just know that the embassy in Manila is a very tough embassy to get a tourist visa from unless you have alot of evidence, and I mean your daughter not YOU. How old is your daughter?
