It depends on what you want to do; if you want to move to New York and live with your partner right after marriage then yes, you need the K1,  It takes 5-8 months right now.

If you want to visit him, get married on the visit, and then return to Canada, then a tourist visa (or just visiting as a Canadian, if you are able) is appropriate.  He can then move up to you in Canada, or you can file for a CR-1 spousal visa to live in the USA.  That spousal visa takes longer, but is cheaper than filing for a K1, and you can travel and work immediately, which may be important for financial reasons or if you have elderly family in Canada you may need to visit in an emergency.

Just a note to add on to what Penguin said above.

If you cross the border on a tourist visa and tell them you are planning on getting married in the States and then returning to Canada, they may want some sort of proof to determine to them that you actually plan on returning instead of staying to adjust status from within the US (ie. a tie to Canada---whether that is proof of employment, proof of home ownership, return flight ticket, etc.).  Keep in mind that even on a tourist visa (or Canadian passport), there is still no guarantee of entry into the US.
