This is a question in regards to police clearance. Does VAWA law specifically require a 'statewide police clearance" or a city/county-wide police clearance? Will one get rfe if he didn't submit a statewide clearance? how about foreign police clearances that have expiry dates? will one be required to submit another one when the case is adjudicated since the one submitted will most likely be expired at the time of adjudication?

You must submit a police clearance from all counties you  lived in the U.S.

 

If the foreign police clearance expired then  they will  issue  an RFE asking  a new one.

Yes you  can use NOA1.Explain why  you could  not submit  proof of his status  and ask Uscis to search  in their data base.

 

You should  leave  your husband, find a shelter  for victims  of domestic  violence.

They were just my name, where i live, my parents names, what visas i have, how many times i come to the US and leave, where i work, when i got divorced.

They requested this foreign police clearance for my two countries for K1 visa interview and they took it at the border do I still need to resubmit this. Or just say it was requested previously and I don't have it anymore

I would advise you start gathering evidence again.  Proof of residence with your abuser and/or tax returns filed together, joint accounts e.t.c are some important documents to have. You will need to prove that you entered the marriage in good faith and are of good moral character.  All the requirements are listed in the following link.
