Efforts by the former Trump campaign chairman to advance interests in Ukraine, Georgia and Montenegro were often connected to Oleg Deripaska

Paul Manafort’s political-consulting firm was active for more than a decade doing work that often dovetailed with Russian political interests not only in Ukraine, but also in Georgia and Montenegro, other countries the Kremlin considered to be in its sphere of influence.

A Wall Street Journal examination shows these efforts were broader in scope and ambition, and took place for longer, than previously reported—starting in 2004 and continuing through 2015.

They often involved one principal figure, Russian oligarch Oleg Deripaska, a politically connected international operator whose ventures have sometimes aligned with Russian President Vladimir Putin’s foreign-policy objectives. “I don’t separate myself from the state,” he told the Financial Times in 2007. “I have no other interests.”

The work by Mr. Manafort, President Donald Trump’s former campaign chairman, across Eastern Europe, as well as his links to Mr. Deripaska, help explain why he is of such interest to investigators probing alleged Russian meddling in the 2016 presidential election. Congressional investigators looking into Mr. Manafort’s business and political connections want to know more about his history with Mr. Deripaska, according to people with knowledge of the probes.

 
 
 
 
The Trump-Russia Investigations: Who Are the Russians Involved?
 
U.S. investigators are looking into contacts between several current and former associates of Donald Trump and Russian individuals—some with direct ties to the Russian government or state-owned entities. WSJ's Niki Blasina provides a who's who of the Russians at the center of the investigations.

Mr. Deripaska has offered to give testimony about alleged Russian meddling in the election to the House and Senate intelligence committees in exchange for immunity, according to officials with knowledge of the matter. Congressional officials have rejected that offer, not wanting to interfere with the Federal Bureau of Investigation’s own Russia inquiry, they said.

The Justice Department special counsel, Robert Mueller, as part of his inquiry into U.S. intelligence agencies’ claims of Russian interference, is investigating Mr. Manafort for possible violations of lobbying and money-laundering laws, the Journal has reported, citing a person familiar with the matter. In July, FBI agents working with Mr. Mueller executed a search warrant at Mr. Manafort’s Virginia home.

Though Mr. Manafort and Mr. Deripaska eventually had a falling out over money, culminating in a 2014 legal petition in the Cayman Islands, Mr. Manafort continued to work in Ukraine for years. Earlier this year, Mr. Manafort reported in a government filingthat his firm earned more than $17 million for work for pro-Russian parties in Ukraine from 2012 to 2014. His failure to disclose the full extent of his work in Ukraine led to his departure as Mr. Trump’s campaign chairman in August 2016.

Special counsel Bob Mueller has teamed up with the IRS. According to sources familiar with his investigation into alleged Russian election interference, his probe has enlisted the help of agents from the IRS’ Criminal Investigations unit. 

This unit—known as CI—is one of the federal government’s most tight-knit, specialized, and secretive investigative entities. Its 2,500 agents focus exclusively on financial crime, including tax evasion and money laundering. A former colleague of Mueller’s said he always liked working with IRS’ special agents, especially when he was a U.S. Attorney. 

And it goes without saying that the IRS has access to Trump’s tax returns—documents that the president has long resisted releasing to the public. 

Potential financial crimes are a central part of Mueller’s probe. One of his top deputies, Andy Weissmann, formerly helmed the Justice Department’s Enron probe and has extensive experience working with investigative agents from the IRS.

the Senate Intelligence Committee — which has taken the lead on the investigation — that means continuing work that began earlier this summer and hasn’t stopped since: Sorting through thousands of documents, sending letters to gather information from people of interest, and interviewing key witnesses behind closed doors throughout September — including Donald Trump Jr., who has agreed to be interviewed by committee staff, according to a congressional source close to the committee.

A lawyer for Trump Jr. did not immediately return a request for comment.

The president’s son has been embroiled in controversy since preemptively revealing in emails he released in early July that he took a June 2016 meeting with a Kremlin-linked lawyer after being promised compromising material about Democratic candidate Hillary Clinton, and being told in an email that it was part of Russia’s support for his father. “Seems we have some time and if it’s what you say I love it especially later in the summer,” Trump Jr. replied in one of the emails. Senate investigators have said they want to speak with all those who attended the meeting.

“In September, I think what you will start to see is, there will be more [committee] staff[-led] interviews, but some of them will be with our more high-profile witnesses — so senior campaign people, Don Jr., that sort of orbit,” the source said. Staff from the Senate and House Intelligence committees have already spoken with White House senior adviser and Trump son-in-law Jared Kushner.

Public testimony from certain witnesses will follow, likely beginning in October; but it’s unclear at this point what will be made public, the source said. A spokesperson for Sen. Richard Burr, chair of the Senate Intelligence Committee, declined to comment on the investigation.

Trump Jr. has also agreed to a transcribed interview with staff on the Senate Judiciary Committee in their own probe into the Russia matter. A date for that interview has been set, according to the committee, but not announced. The Judiciary Committee has said it wants to eventually hear from Trump Jr. in an open setting, too.
