Yes you can do the GCP seminar now if you choose.

I believe Cebu only allows 12 people per seminar

Not sure how the scheduling is going with CFO, I have heard it can take a couple weeks to get scheduled.

My Fiancee did the CFO last month in Cebu, before we got our NOA2.  She said it was a good experience and it was smooth sailing the whole way.  However she did tell me someone got turned away because they didn't schedule an appointment before hand.  The seminar was also 1/2 full.   So FYI Cebu is not a walk-in.

My fiance is at her CFO seminar right now. They said she can attend the seminar, but will not give her the certificate of completion until after she has her visa issued, due to the short time period of our relationship. We have been together for 6 months.

Yes, fiancee and spouse (IR/CR-1) can attend GCP consoling before possessing their visas, but have to make a 2nd trip to get the sticker once you have the visa in your passport.   Nothing to do with only knowing each other 6 months.

 

PDOS on the other hand requires the passport with visa.

But normally after finishing shouldn't she get her certificate of completion? I know she won't be able to get her sticker until after her visa is in hand, but they are telling her that she won't get her certificate after sitting through the seminar until she brings the visa. My fiance said she said it was because of the short time of knowing each other.

Yes after completion of the seminar they issue the certificate, or she didn't pass, did they ask for more evidence? 

 

All that pass the GCP seminar get the certificate upon completion, then when you have the visa you return with the certificate, complete another form and the sticker is affixed in the passport.    

 

You are not the first couple to have only known each other a short time.  Something is smelly in Denmark.

My fiancee was scheduled for the same class.  She gave herself 1.5 hours to get there from Pateros which should have been sufficient.  It took over 2 hours so she missed the class!  They rescheduled her for October 3.

I ended up booking a condo in Malate for Maricel, so she was only 2km from the building. She's from Muntinlupa, so it's 24km from home.

She only lives 10 km away from CFO so she figured an hour and a half would be good.  It took 2 hours to go 10 km (6 miles)!!!

Oh yes!!!  I believe Chicago metro area has about the same number of people but the traffic in Manila is unreal!!!  24/7 of rush hour like back ups.
