Do most of the time USCIS will follow the service centers' jurisdictions? For example if the petitioner is from PA then the paper will be processed at Vermont Service Center for K-1? Any thoughts on this? TIA :)

Nop. Currently CSC gets all the I-129F petitions. Only time a different service center would adjudicate a I-129F is if CSC transfers it out due to backlogs.

For my I-129F, K-1, AOS, EAD, AP and ROC detailed timelines, please refer to my timeline page :)

ROC filed on December 1, 2020, assigned to SRC, approved within 106 days on February 18, 2021.

My sincerest gratitude to all VJers, especially the late geowrian.

To clarify this further, ALL petitions are sent to the Dallas or Lewisville lockbox first, and then they are ALL forwarded to California by USCIS. Do not send direct to CSC first yourself.

All K1 visa applications are now being handled by California Service Center since March 2015.
